In a word, yes. There was a winery in San Francisco that sold wines for a couple of dollars over store prices, served the wine in Riedel crystal, and had incredible food. The food was on the high end price wise, but the meal was a great value because of their wine pricing. Sadly, the restaurant is not open now.
I am fortunate. I cook well, know wine, and can make good pairings of food and wine at home.
